Excel Data Validation controls what users may enter in particular cells. Rules can restrict values to lists, numbers, dates, time, text length, or custom formulas. Removing a rule makes those cells accept entries without that specific check.
Removing a drop-down list does not delete data already stored in the cell, and it does not delete the original list items stored elsewhere in your workbook. If the workbook has unrelated hyperlink cleanup needs, use Remove Hyperlinks from Excel. To clean formulas separately, try Remove Formulas from Excel.
Workbooks may include newer Microsoft 365 extension-based validation rules. This tool refuses to edit a sheet if it detects validation structures it cannot safely process. Protected sheets may need to be unprotected in Excel before editing.
